This is a common utility duct underneath Tokyo that’s part of a massive government project to reduce utility line congestion on roadways. More importantly these tunnels are being built as lifelines in the event of a major earthquake. Currently in central Tokyo the government is building 161 kilometers of these tunnels which will be completed in 2010.
