A man fiddles with his cell phone next to a car that washed up onto a rice paddy on the banks of the Ikarashi River in Sanjo, Niigata Prefecture. This town and nearby Nakanoshima were the hardest hit when over 17 inches of rain fell over a two day period in July, 2004, causing the deaths of 15 people and the flooding of over 22,000 homes.
